What is Set Daylight?

Have you ever noticed that your VCR automatically changes the time on its clock for Daylight Saving Time, and your Mac OS computer doesn't?  
Set Daylight will automatically change the time on your computer for the beginning and end of Daylight Saving Time.  Set Daylight is not an INIT, so it should not cause any conflicts.  Set Daylight only takes 16K of RAM.
