What is Mac Dream Tool?

What Mac Dream Tool does:
  
Mac Dream Tool makes .iso disc image files that can be burned to a CD and played on the Sega DreamCast. The .ISO file contains a virtual file system with emulators, games and/or programs that will run on the DreamCast.
