It does what it says - and much more. Long before Apple included it, it was possible (though maybe not recommended on slower macs) to set any picture as desktop background (most classic MacOS versions only support background patterns).
It allows basic picture editing and effects. It can do things like batch processing of folders and is actually the "swiss army knife" for graphic conversions.
In fact classic MacOS lacked a powerful graphic converter (or even a basic one) - so even Apple shipped a licensed version of this tool with their PowerMacs in the 2000's (like the PowerMac G5)
This is the last version compatible with MacOS 9.
